Free Revit: the options and their limits
Like AutoCAD, Revit exists only by subscription. And for many needs labelled "BIM", a cleanly exported takeoff is enough.
Is it actually free?
Autodesk offers a Revit trial and a free education licence for students and teachers, on proof of status and with no commercial use. There is no free professional edition, and no free reduced tier. Before hunting for a workaround, ask the real question: if the deliverable is a model exchanged as IFC, you need a BIM tool; if it is a quantity schedule and a dimensioned plan, takeoff software costs a fraction of the price and is learned in an hour.

Where it stops
Revit is heavy to install, demanding on hardware and long to learn. A free licence that expires in the middle of a pricing exercise costs more than the time it saved. And if your real need is to pull quantities out of a PDF plan, Revit is the wrong tool anyway: it expects a model, not a scanned drawing.

Does Revit have a free version like SketchUp Free?
No. There is neither a free web version nor a free personal tier. Only the trial and the education licence let you use Revit without paying, each with its restrictions.
Do I need Revit to deliver IFC?
No, IFC is an open format that several tools write. FloorScan exports IFC from an analyzed plan, with one storey per level. That does not replace a design model, but it answers an exchange request.
Can the student licence be used on a real project?
