If you want to draw, free tools exist, usually limited to non-commercial use with capped exports. If you only want to open a file you received, a free viewer is enough. If you want quantities from an existing plan, that is a third job, and most so-called free tools do not do it at all: they assume you redraw.

Which free software to draw a house plan?
For personal use, online editors do the job. For professional use, check the licence: most free versions explicitly forbid it.
How do you learn a plan's area without redrawing it?
By having it analyzed. Detection rebuilds the room outlines from the document, and you only step in to correct an ambiguous case.
Do you need drawing skills to take off?
No. Taking off means reading a plan and pulling figures from it. CAD only becomes necessary if you have to produce a drawing in turn.
